Thanks to Tensorflow upstream again, they introduced a circular dependency.
Tensorflow runtime depends on tensorflow-estimator but tensorflow-estimator needs tensorflow for building.

So here's a dummy tensorflow-estimator package that can be used to install tensorflow while building estimator...
